World Wide Scholarships and Study Abroad Information

Financing a post-secondary education is no easy task, as you may have already discovered. There are a number of resources to assist you. You may take advantage of university-based opportunities.

More than two-thirds of non-U.S. students use funds from their own personal accounts and from their families as the primary source of financing their education. Only about 20 percent of non-U.S. students receive most of their academic funding from a U.S. college or university.

A few U.S. colleges, universities and English language programs offer primarily partial scholarships for non-U.S. students. The criteria and policies at each individual institution vary.

FINANCIAL AID In USA

It is important to understand that most universities offer financial assistance to international students based primarily on merit and rarely on need. The amount, and type of assistance offered varies, based on the university, department and level of study. Assistance of funds is more likely in Graduate studies and less in Undergraduate courses. Also funds are more likely to be available in fields like Engineering, Physical Sciences and Biological sciences, rather than in courses like Humanities, Social Sciences and Management.

In contrast to undergraduate education, where admission and financial awards are controlled at the institutional level, US graduate education is quite tightly controlled at the departmental level. Funding for certain fields tends to be more heavily subsidised than for others. For example, a student of physics, chemistry, or biology may find institutional funding more readily available than a student of humanities, the social sciences, or education.

Scholarships and Awards

There are also independent foundations and scholarship organisations that provide funding for British students studying in the US. Many of these awards will also pay for living and travel expenses. For example, The US-UK Fulbright Commission grants between six and ten graduate awards in any discipline at the US institution of the UK student's choice. The award covers tuition fees, health insurance, and living expenses for the first year of study only.
Funding directories, such as Peterson's Grants for Graduate and Postdoctoral Study (1998) and the annually published The Grants Register (Palgrave Macmillan), show that there are hundreds of independent awards available, so doing as much research as possible is a key factor in getting funding.

Personal Loans

Many personal loan schemes are also available from both US and UK sources such as banks and loan services. Loan amounts and repayment options vary depending on the field, level, and length of study. Several banks in Britain offer loans for study to existing customers, though most banks do not have a special student loan scheme for those wishing to study in the US. A second option for any student with residence in the EU is a Career Development Loan. These loans are for students who are following a professional course, and intend on working in the EU upon completion.
The availability of US-based loans for non-US citizens is limited. In almost all cases, US-based loan programs require non-US citizens to have a creditworthy US citizen or permanent resident to act as a co-borrower. However, a few universities have arrangements with lenders that do not require a co-signer so students should investigate.

Paid Employment

Additionally, international students may work for up to 20 hours per week on campus when classes are in session, and full-time during university holidays. International students are also eligible for up to one calendar year of Optional Practical Training (OPT), provided that the position is directly related to the students' field of study and commensurate with their educational level. OPT may be applied for after nine months of full-time study and it allows a student the opportunity to gain professional experience with an American firm while earning. At the same time, it puts an attractive capstone to the graduate experience.

Undergraduate Aid

You must submit a financial aid application if you intend to seek financial assistance for your studies abroad. The policies regarding financial aid vary considerably. The profile of a college usually indicates the type of financial aid it offers. For aid, Undergraduate students have to submit the institution’s own financial aid forms, as well as the Foreign Student’s Financial Aid Form, which is provided by the college and administered by the College Scholarship Service of the College Board. A bank statement will also often be required. Some details, usually asked in these forms are :

Your total personal annual income
Total annual income of your Parents
Your average annual living expenses
Some details of your and your parents' assets
Sources of funding for your education other than from the University

Note : Even if no assistantship is available at the time of admission, most students manage to get some kind of financial aid from the university after one or two semesters. So it makes sense to go to the US for education if you can manage one year’s expenses on your own.

Postgraduate Aid

Postgraduate students have to indicate their requirement for financial aid at the time of filling in the application form. The different types of financial help available:

Types of Assistance
Merit based assistance is awarded in many forms, from tuition waivers, various types of assistantships, to fellowships. The most common are listed here :

Tuition Waiver : This means that the student does not have to pay the tuition fees at the university. However, general fees (for the use of university facilities like the library, computers, and sports and health services) usually have to be borne by the student. A tuition waiver is frequently awarded in conjunction with a scholarship or teaching/research assistantship.
Scholarship / Fellowship : This is usually an outright grant based on the student’s academic ability and performance. Hence, Only a truly outstanding student may be considered for this type of award, before enrolling at the university. A full scholarship would pay for a student’s entire living expenses at that university, whereas a partial scholarship would require additional funds from the student.
Assistantship : Most students who receive assistance usually do so in the form of an assistantship, i.e. a cash stipend sufficient for their living expenses, and/or tuition waiver. To get this, they have to work for a maximum of 20 hours per week. This work normally consists of teaching and research activities. These are usually for graduate courses. Teaching assistantships are more likely to be in universities, which have large undergraduate classes whereas research assistantships tend to be more common in those fields and universities in which considerable research is in progress. Information brochures of most universities give this information. Often, teaching and research abilities must be proved before assistantship is granted. Hence, many universities grant this only after the first semester. You may also be required to take TSE (Test of Spoken English) to qualify for a teaching assistantship.

Who Should Apply? Students have a greater chance of getting financial aid if they :

show evidence of a high level of academic achievement
achieve high Standardized Examination scores (GRE, GMAT, TOEFL etc.)
demonstrate financial need but have private funding to cover some of the cost. Financial need is not crucial for some awards.
enroll in a field or have teaching experience in a subject offered at the undergraduate level (to increase opportunities for a teaching assistantship)
specialize in a field or have a research interest which parallels that of the department and faculty or private funding source (which increases opportunities for research assistantships and grants)
have outstanding letter(s) of recommendation and an impressive statement of purpose.
send a sample of professional writing, published or otherwise.

Note : Even if no assistantship is available at the time of admission, Most Indian students manage to get some kind of financial aid from the university after one or two semesters. So it makes sense to go to the US for education if you can manage to cover one year’s expenses on your own.

Loans from U.S. Banks

These are the best alternative for students applying to the MBA program. One thing to keep in mind when applying for loans is that, in most cases, you need to have a co-signer who is a U.S. citizen or permanent resident. The co-signer is responsible for paying back the loan if you should default on it. There are some banks that waive the co-signer requirement for specific schools. You should check this information from the school website. As an example, Citibank provides loans to international students admitted to Harvard Business School without a co-signer. Another example is Bank of America providing loans without a co-signer to students at Kenan-Flagler, University of North Carolina (at the time of writing this, the CEO of Bank of America is an alumnus of Kenan-Flagler School of Management).
The terms of the loans usually require any interest or principal payments after graduation. Read the terms of any and all loans before you sign. Make sure you understand those terms and what your repayment schedule and fees entail. Ask for assistance in interpreting the fine print if you are having trouble understanding it.
We have seen that a lot of students are very debt-averse. If you have been accepted to a good program, your chances of getting a good job are very good and paying off the loan is not that big an ordeal as it seems. So, if you do get admitted to a school of your choice, we would recommend that you explore this funding alternative.

Other Sources of Funding

There are many other sources of funding especially for graduate students applying to the universities in US. These need some spadework. If you try hard, you may find the kind of funding that suits your needs. A few good websites that offer information for international students are :

Financial Aid for International Students (www.finaid.org)
NAFSA Association of International Educators (http://www.nafsa.org)

www.admissionglobal.com is dedicated to the free help the students
seeking opportunities for highr education and jobs.

Few reasons can break your relationship

Maybe this article will help some of our readers to catch a sign of their failing relationship before it is too late. Sure, we all would like to think that we could see the end of our relationship coming from a mile away. But truth is, many of us need a little help. To that end, here are 8 ways you can bet your ruining your relationship & heading to splittable.

1. Take your partner for granted.

There is no better way to help hurry the end of the relationship than to just assume your partner is always there to make your life easier. Whether it’s by going to work or staying at home, cooking dinner or doing the grocery shopping, the ins & outs of our every day existence can take an especially hard toll when it comes to taking that special someone in our lives for granted.

Acknowledge your significant other’s efforts to your joint relationship & life together (no matter who is doing what). Say “Thank you” & “please” for being served something or for someone doing you a favor. After all, you wouldn’t treat a stranger in your home in that manner, so why would you treat the one you love any worse?

2. Stop talking.

Remember the start of your relationship? You couldn’t stop talking! You might’ve spent all night talking to one another, or countless hours on the phone or cuddled up on a couch somewhere.

Relationships die when the two people in it stop talking. & I don’t mean actual, physical talking (“We talk all the time!”). I mean the kind of real, honest conversations that couples have all the time at the beginning of a relationship, but which fade over time. Here’s help for improving your communication with your partner.

That fading is a natural progression in most relationships. The key is to not let that fading turn into never having those real conversations (which aren’t about the kids, your jobs, or what you read on TMZ today).

3. Stop expressing your feelings.

As we go along in a relationship, it is also natural to stop saying, “I love you” as often. Or showing anger when you’re angry at your partner, or showing adoration when you’re feeling especially loving toward them. It’s as if the extremes of our emotions are taken away, & all we have left is a lot of moderate, unsexy feelings.

As much as you might think those feelings are too boring to share, they remain just as important to share. Yes, the passionate feelings at the beginning of any relationship tend to fade for most people. But that doesn’t mean you stop feeling, or that you should stop telling your loved one how you feel.

4. Stop listening.

Nobody likes to not be heard. So there’s no better way to kill a relationship than to stop listening to what your partner has to say.

It shows a lack of respect for the person, & of course your significant other will pick up on the fact that you’re no longer listening. If nobody’s listening, how can a relationship grow or thrive? Especially important is something called active listening, which shows your partner you’re actively engaged in the conversation.

5. Kill the fun.

We hook up together in life for many reasons shared perspectives & outlooks, physical attraction, shared spirituality, shared professional lives, etc. But we also enjoy one another’s company because it’s fun!

When fun leaves a relationship, it can be a sign that the relationship is heading to the rocks. Fun is a part of life & it’s definitely a part of any healthy relationship. However you & your significant other define fun, it’s important to keep doing it even as your relationship matures.

Love to dance but haven’t been in years? It is time to make a new dance date. Met while hiking or kayaking, but haven’t made time to do it in months (or years)? Pack the backpack & get your outdoors on.

6. Nitpick.

Boy, am I guilty of this one! I’ve probably nitpicked a few past relationships into an early death. Not because I wanted to, but because it was a personal concern whose impact I never fully understood (until it was too late).

Nobody likes being told what to do, or how to do it. While some people may be more open to “suggestions” than other from their helpful partner, it can also be seen as nitpicking for little good reason.

Really? There is a “better” way to clean the sink? That is nice use it the next time you do it then.

When I want to nitpick nowadays, I just keep in mind that if I want to go to the trouble of offering unrequested advice, I might as well suggest I do it myself. Or just do it next time myself, without having someone needing to ask.

Nitpicking may be a sign of needing to “control” others, but it may also just be a sign of the way some people were brought up. In any case, it’s a bad habit & one you should try & curtail in your relationship.

7. Threaten.

Wow, threatening your significant other is such a turn-on. Yeah, no it is not. Whether you’re threatening to leave, chop off a bit of anatomy, tell someone’s parents, or find a better life in Maui, it’s never a good sign for a healthy relationship.

Threats are often made in an act of desperation or feeling like a situation is out of control the threat is an attempt to regain control. However, threats are juvenile & more suited for children’s temper tantrums than an adult, mature relationship.

When a partner resorts to threats, it’s time to re-evaluate the relationship’s long-term potential.

8. Ignore your partner.

They say the one thing worse than being hated by someone is simply to be ignored by them. Being ignored means the person doesn’t even care enough to waste the energy of anger on you.

The same is true with relationships. If you take a lot of the previous tips & add them together, you have active ignoring. If you’re ignoring your partner (or vice-a-versa) for any period of time longer than a few days, that’s a sure sign the relationship is in trouble.

You don’t hook up with a person only to be ignored by them. If anybody wanted that, we’d simply go relive our high school prom.

The good news is that these signs do not necessarily mean your relationship is over. There is always hope, especially when both of your recognize some of these signs & decide you want to reconnect to try & grow your relationship.

If you ca not do it on your own & a weekend getaway may be a good way to try do not fret. Although it may sound scary or extreme to think about, this is exactly what couple’s counseling is for. Any good couple’s therapist can help most couples improve their relationship in just a few sessions, although it may take more than a few, depending upon the seriousness of the problems.

Talk to your partner about your concerns. Then seek help if your own personal attempts to help improve the relationship do not work out. I believe a great number of relationships have the possibility of being saved, if both partners are committed to working on changing it & then take action.

Lindsay Lohan's heading to Jail for Thirty Days!

It finally happened: Lindsay Lohan's luck ran out, & she's heading back to jail.

The actress just admitted in court that she violated her experimentation, & agreed to begin serving out a 30-day judgment at a Los Angeles jail. She is been ordered to turn herself in to begin the decree within one week, by Nov. 9, & will not be qualified for house detain, electronic monitoring or any near the beginning release other than that vital by the law.

But will she actually be serving a full month after bars?

Probably not.

Despite the judge's order, a sheriff's department spokesman tells E! News that Lindsay will likely serve just 20 percent of her jail time, or six days, in jail.

The remainder of her 270 days will be stayed pending the completion of a strictly scheduled list of requirements laid out by the fed up judge.

A lot of users on the web are now finding & downloading their entertainment instead of going somewhere & spending cash in these stressful times. A couple of issues web users are having is that there are a number of websites saying they have Burn Puss in Boots & other movie downloads free. How do you decide what is the right place to choose?

Plot: Burn Puss in Boots without the extra cast of Shrek is very hard to relate to for half the movie. True, the kids loved it so much that they wanted to add the film to their wish list for a birthday or Christmas, but as to Family support & the average Let’s get together as a Family & watch a Family Film, there is more on offer to this genre than Puss In Boots. It may be a sad fact to many that the film is a singular, rather than a joint addition to the Shrek Series, but in all fairness, people will have the twitching feeling to expect Shrek or Donkey to appear anytime soon throughout the whole feature. It is kind of fresh in the way that it concludes a single adventure of the much loved-to-be-hated would-be assassin of Shrek, Puss In Boots, who will without a doubt enchant & entertain even the youngest of kin. More to the point is that if there are any children out there who have not seen any of the Shrek’s then this is the film for them.

Musicians-VS-Drugs

It never stops being tragic. We love these musicians Jimi Hendrix, Kurt Cobain, Layne Staley, Jay Reatard, Amy Winehouse-for their talent, for their apparent willingness to get so close to the heart of rock'n'roll, for the way the turbulence of their lives allows us, like stupid vampires, to consider their art is new real, authentic, deeper. Then they die, & we say we saw it coming.

Sure, Amy Winehouse's rap sheet certainly made it seem as if the singer was either powerless or impassive in ceasing the behaviors that, too often, effect in calamity. Keep in mind too that she was singing about rejecting rehab before she was became a celebrity, so if we're going to go down the twisted road of assuming she was singing about her life, then we can also assume that she hadn't been easy to assist. (If, indeed, people tried.) Now, though, there will be people who take Winehouse's loss as proof of something powerful about her art. I want those people to realize this: an early death proves of nothing. For every Jim Morrison there's a Leonard Cohen; for every Janis a Joni, a genius who sidestepped. Amy Winehouse was great in spite of drugs, not because of them. Can drugs be a useful tool for some artists? Perhaps, though we have no idea we how much more productive artists who looked to drugs for motivation might've been had they kept cleaner.

Drugs & music go mutually. It is a shady business, full of shady people. It can be hard to say no, & it does not get any easier. For a while maybe drugs can assist a musician work better. When, as in the astonishingly gifted Winehouse's case, they get famous & we learn about their drug use, we find it compelling. It shows that they're "tortured"; that they're "artists"; that they're "rock'n'roll." (Not one of those things equates to being human, by the way.) Then, in the worst-case scenario, the musician dies. & we get sad, put the dead in a line with the others who died similarly, and, over time, move on to the next seductive disaster-in-waiting. I hate this pattern. I hate it so much.

Maybe drugs can allow some musicians to get closer to the music's glow. But it can also snuff them out, & there is no new after the fact lesson to be learned from that. There is only unhappiness & the hope that, over time, we accept that it is far, far better to fade away than burn out. It always was. It always will be…

America Celebrates Food Day

Americans from all walks of life are celebrating Food Day a nationwide grassroots mobilization that encourages Americans to eat healthy, delicious food grown in a sustainable & humane way & to advocate for smarter food policies. Spearheaded by the Center for Science in the Public Interest, Food Day is being observed in all fifty states with more than 2,000 events nationwide.

In the heart of Times Square, fifty notables from the food movement, including restaurateur Mario Batali, filmmaker Morgan Spurlock, Food Network host Ellie Krieger, nutritionist Marion Nestle, & several dozen area food activists staged an Eat Real Eat In. The group came together at a communal table, shared a healthy & sustainable meal (with most ingredients from the farmers market & recipes from Krieger's latest cookbook, Comfort Food Fix), & engaged in spirited conversation about the critical food policy issues facing the city & the nation.

USA crime rate database table from 1960 to 2010

Crime Index Rates of USA, Per 100,000 In-habitants
Source>> Disaster.

The crime report of America 2010 released by FBI in september 19

From Washington, D.C. According to the figures by the FBI, the estimated number of violent crimes in 2010 declined for the fourth consecutive year. Property crimes also decreased, marking the eighth straight year that the collective estimates for these offenses declined.

The 2010 statistics show that the estimated volumes of violent & property crimes declined 6.0 percent & 2.7 percent, respectively, when compared with the 2009 estimates. The violent crime rate for the year was 403.6 offenses per 100,000 inhabitants (a 6.5 percent decrease from the 2009 rate), & the property crime rate was 2,941.9 offenses per 100,000 persons (a 3.3 percent decrease from the 2009 figure). These & additional data are presented in the 2010 edition of the FBI’s annual report Crime in the United States. This publication is a statistical compilation of offense & arrest data reported by law enforcement agencies voluntarily participating in the FBI’s Uniform Crime Reporting (UCR) Program. The UCR Program collects information on crimes reported by law enforcement agencies regarding the violent crimes of murder & nonnegligent manslaughter, forcible rape, robbery, and aggravated assault as well as the property crimes of burglary, larceny-theft, motor vehicle theft, & arson. (Although the FBI classifies arson as a property crime, it does not estimate arson data because of variations in the level of participation by the reporting agencies. Consequently, arson is not included in the property crime estimate.) The program also collects arrest data for the offenses listed above plus 20 additional offenses that include all other crimes except traffic violations. In 2010, there were 18,108 city, county, university & college, state, tribal, & federal agencies that participated in the UCR Program. A summary of the statistics reported by these agencies, which are included in Crime in the United States, 2010, follows:

• Nationwide in 2010, there were an estimated 1,246,248 violent crimes.
• Each of the four violent crime offenses decreased when compared with the 2009 estimates. Robbery had the largest decrease at 10.0 percent, followed by forcible rape with a 5.0 percent decline, murder & nonnegligent manslaughter with a 4.2 percent decrease, & aggravated assault with a 4.1 percent decline.
• Nationwide in 2010, there were an estimated 9,082,887 property crimes.
• Each of the property crime offenses also decreased in 2010 when compared with the 2009 estimates. The largest decline, 7.4 percent, was for motor vehicle thefts. The estimated number of burglaries decreased 2.0 percent, & the estimated number of larceny-thefts declined 2.4 percent.
• Collectively, victims of property crimes (excluding arson) lost an estimated $15.7 billion in 2010.
• The FBI estimated that in 2010, agencies nationwide made about 13.1 million arrests, excluding traffic violations.
• The 2010 arrest rate for violent crimes was 179.2 per 100,000 inhabitants; for property crime, the rate was 538.5 per 100,000 inhabitants.
• By violent crime offense, the arrest rate for murder & nonnegligent manslaughter was 3.6; forcible rape, 6.5; robbery, 36.6; & aggravated assault was 132.6 arrests per 100,000 inhabitants.
• By property crime offense, the arrest rate for burglary was 94.3; larceny-theft, 417.5; and motor vehicle theft, 23.1 per 100,000 inhabitants. The arrest rate for arson was 3.7 per 100,000 inhabitants.
• In 2010, there were 14,744 law enforcement agencies that reported their staffing levels to the FBI. These agencies reported that, as of October 31, 2010, they collectively employed 705,009 sworn officers & 308,599 civilians, a rate of 3.5 employees for each 1,000 inhabitants.

Note: Caution against Ranking Each year when Crime in the United States is published, some entities use the figures to compile rankings of cities & counties. These rough rankings provide no insight into the numerous variables that mold crime in a particular town, city, county, state, tribal area, or region. Consequently, they lead to simplistic and/or incomplete analyses that often create misleading perceptions adversely affecting communities & their residents. Valid assessments are possible only with careful study & analysis of the range of unique conditions affecting each local law enforcement jurisdiction. The user data is, therefore, cautioned against comparing statistical data of individual reporting units from cities, metropolitan areas, states, or colleges or universities solely on the basis of their population coverage or student enrollment.

8 killed in California

Every hair-dressing station was full at Salon Meritage & business was booming when a gunman burst through the door & began shooting, sending terrified customers diving for cover in the upscale salon tucked just blocks from the beach in this quaint seaside town. The shooter then stepped outside, shot a man sitting in a truck in the parking lot & sped off.

By the time it was all over Wednesday, eight people were dead & another in critical condition in one of the deadliest shooting rampages in Orange County & the most violent crime in memory in Seal Beach, a town so calm the police spokesman couldn't even recall when the last homicide occurred when asked.

"There was like a 'pop pop' ... & my receptionist screamed out, 'He just shot that man' & we all went into the bathroom & called 911," said Kimberly Criswell, who owns a salon two doors away & knew many hairstylists at Salon Meritage. "I'm sure I've lost some friends today."

Police arrested 42-year-old Scott Dekraai about a half-mile from the scene but did not release a motive or any other details.

In all, one man & five women died at the salon, one man & one woman died after being transported to a nearby hospital, & one woman remained in critical condition. Their names have not been released.

Friends of the salon owner & other employees said Dekraai was the ex-husband of a stylist who worked there. One of the licensed cosmetologists at the salon was listed as Michelle Dekraai. Bowles would only say, "There may be something to the motive as to a relationship with somebody in the salon, that is our assumption." He declined to elaborate later.

Glenn Zachman, who owns a video news-gathering service, said he arrived at the scene of the arrest shortly after police & saw they had placed plastic bags over the man's hands to preserve possible gunshot residue. He also saw a bulletproof vest on the back of a patrol car but didn't know if the man, dressed in a button-down shirt & pants, had been wearing it.

The man, in handcuffs, was placed in a patrol car & taken away about two-and-a-half hours after the shooting. A new white pickup truck that was believed to be his was parked on the modest residential street with its doors open.

The man was cooperative when officers, working from a description of the shooter, stopped him near the salon, Bowles said.

Shortly after he was arrested, police arrived at a house on Melody Lane in nearby Huntington Beach & escorted two women to a white car & then roped off the house with crime scene tape. The house is registered to Scott Dekraai.

Kari Salveson of Los Alamitos, who attended a service for the victims at SeaCoast Grace Church in Seal Beach, said she had known Michelle Dekraai for more than 10 years & was aware that she & her ex-husband were involved in a bitter custody dispute over their son.

She said Michelle Dekraai made her every visit to the salon special.

"She could gab away. She was one of those girlfriends you could never get enough of. She made you smile & she made you laugh," Salveson said.

Salveson said she also knew the salon owner through his step-daughter & knew a nail specialist at the salon who she believed was among the victims.

"The camaraderie between all of them, it almost seemed like they were a family of their own," she said of the salon employees.

In Huntington Beach, people were shocked to learn that one of the friendliest men in the neighborhood had been arrested for the shootings.

Dekraai's neighbors described him as an outgoing man who invited them over for pool parties at the house he'd lived in for about six years. They said he doted on his son, playing catch with the boy in his yard.

Neighbors said they were aware Dekraai was in a custody battle with his ex-wife over their son, who neighbors said is 7 or 8 years old.

"It was a very difficult battle & he was trying to get more time" with his son, said Jo Cornhall, who lives across the street from Dekraai.

Next-door neighbor Stephanie Malchow, 29, last saw Dekraai on Tuesday morning as she was leaving for work. She was shocked when she saw the photo of the stocky man with thinning hair being detained by Seal Beach police.

"I'm like, no, not this neighbor, no way, he's the nicest guy ever," Malchow said.

Dekraai married his current wife two or three years ago in his backyard, said Malchow, who attended the wedding.

"He seemed very happy, he was just so happy he found someone new who loved his son," she said.

Dekraai walked with a limp after a tug boat accident that killed a fellow tug boat operator about two miles off the coast in 2007. Cornhall said he uses a brace for his leg.

Police responding to the shooting found six people dead inside the salon, an upscale business with a tannish-yellow awnings & latticework on the window panes. Two other victims died within hours at the hospital, Bowles said.

Victims were scattered throughout the salon, Bowles said, & the ninth victim was found outside.

Police were still trying to determine the sequence of events inside the shop. They wouldn't say what type of weapon was used or if the gunman used more than one.

"We're unsure at this point if he shot from the entrance & people, as they were shot, ran in seeking cover or seeking shelter, but we have fatalities throughout the salon," Bowles told reporters at a news conference outside the business.

Lydia Sosa, a hairstylist who left two years ago to work at a new business with her friend, said the gunman's ex-wife was a stylist at Salon Meritage & spoke often of her relationship problems.

"They had been having bitter problems for years & I guess he just went in there & started shooting," said Sosa, who remained close with the salon's owner, Randy Fannin, after her departure. So did Sosa's business partner, Tammy Hetzel, who said the couple's problems were well-known among employees.

Cindy Spinosa, 51, who works at a nearby business, said she heard a siren around the time of the shooting.

"After that one of my co-workers got a phone call from her nephew," Spinosa said. "He was outdoors when the suspect got into his truck & took off."

Seal Beach has seen just one other homicide in the past four years, & Bowles said Wednesday's killings were the greatest tragedy to ever strike the seaside town.

The downtown is dotted with salons, restaurants, antique shops & boutiques clustered just blocks from a beach & pier popular with teenagers & young families. Many residents live & work within walking distance of the ocean & many businesses cater to Leisure World, a gated retirement community a few miles away that is home to 9,000 people.
